Plans to build 32-unit apartment complex on downtown greenspace go to public hearing

Killarney to hold public hearings on Wednesday, Sept. 14 at the Shamrock Centre

A group of investors is seeking planning permission to construct a modern 32-unit apartment complex on the town’s greenspace area.

The Killarney Multi-Family Development Corporation, which reportedly includes a number of local investors, along with a private property management company, are seeking both a conditional use order, and a variance order, from the Municipality of Killarney-Turtle Mountain, in order to allow the project to go ahead.

Two consecutive public hearings are scheduled for this Wednesday, September 14, starting at 6 p.m. at the Shamrock Centre, for council members to hear representations from the public in regards to the proposals.

“The proposed building would be a 32-unit multi-family residential building, and would be four storeys,” said Jesse Hansen, the planning officer for the municipality.

The area of land in question, currently zoned CG (commercial general), would include just over half the section of the local greenspace (next to Co-op Gas), running all along on the Mountain Avenue side.

Wednesday’s public hearing actually includes two proposals: the first, to be held at 6 p.m., is for the application for a conditional use order (CU 03-22), to construct the multi-family dwelling on this particular commercial area.

The second hearing, an hour later at 7 p.m., is to deal with an application by the Killarney Multi-Family Development Corporation for a variance order (VO 05-22) in order to increase the allowable height of a principal building within this commercial zone (CG) from 36 feet up to 40 feet, to allow enough height for the four-storey building.

The apartment complex would be a carbon copy of a similar one recently constructed in Portage la Prairie (pictured below).

For more information on how a public hearing is conducted, and how to make your representation – either for or against the proposals – in person, or by written email or letter if you can’t attend, (must be received at least one week before the hearing date), see the Planning Act notices in this week’s newspaper for full details.

WHAT WOULD THE APARTMENTS LOOK LIKE? – Above, the 32-unit four-storey construction in Portage la Prairie, which is the same model and size being proposed by the Killarney Multi-Family Development Corporation for the greenspace location on Mountain Avenue. Public hearings on the project are scheduled for Wednesday, September 14, at the Shamrock Centre.

KILLARNEY’S GREENSPACE – Above, the popular playground area on Killarney’s greenspace, next to Co-op Gas on Broadway Avenue. Plans to build a proposed 32-unit apartment complex would take place on the other half of the greenspace, behind the playground.

MOUNTAIN AVENUE – This is the view behind the playground, east on Mountain Avenue, and the proposed site for the four-storey, 32-unit apartment development. Sewer and water replacement have already taken place along the street, as part of an already ongoing updating in the area.
